John Bogaerts
Head of Political, Press and Information Section,
EU Delegation to the Republic of Korea
Mr. John Bogaerts recently took up the post of Head of the Political, Press and Information Section at the European Union Delegation to the Republic of Korea. Before that he served as the deputy Head of the Russia Division at the European External Action Service, responsible for strategic planning and policy definition related to EU relations with Russia. Prior to that that he was the Chairperson of the Council of the EU's Working Party on Eastern Europe and Central Asia, which handles all aspects of EU relations and cooperation with countries in Eastern Europe, including Russia, and Central Asia.
Before joining the European External Action Service Mr. Bogaerts served with the Netherlands Ministry of Foreign Affairs, amongst others at the Netherlands Permanent Representation to the European Union where he dealt with the relations between the EU and Asia, in particular also EU-RoK relations. He assisted in the negotiations and kick off of the EU-RoK Strategic Partnership and Framework Agreement.

Tarlach McGonagle, Ph.D., is Professor of Media Law and Information Society at Leiden Law School, Leiden University, and a senior researcher/lecturer at the Institute for Information Law (IViR), Amsterdam Law School, University of Amsterdam. He is the founder and co-chair of the Working Group on human rights in the digital age in the Netherlands Network for Human Rights Research and a member of the Euromedia Research Group. He regularly advises and writes expert studies for the Council of Europe, the OSCE and other IGOs. He is a member of the Council of Europe’s Committee of Experts on hate speech.

Post-doc researcher 1.7.2007-31.12.2012. The research work consisted of media law research, specified particularly balancing the freedom of expression and right to private life as basic and fundamental rights and to the tort law and criminal responsibility of journalists and other persons or organizations that use their freedom of expression and right to information.

Dr. Minjeong Kim is Professor of Media and Communication at the Hankuk University of Foreign Studies(HUFS) at Seoul, South Korea. Minjeong’s areas of expertise include communication law and policy including hate speech, and digital media. Her research has been published in scholarly journals including Communication Law and Policy, Journal of Copyright Society of USA, Journal of Computer-Mediated Communication, and Telecommunications Policy. She completed her M.A. and Ph.D. from the School of Journalism and Mass Communication at the University of North Carolina at Chapel Hill. Before joining the HUFS faculty in fall 2013, Minjeong was an associate professor at Colorado State University in Fort Collins, CO, U.S.A and an assistant professor at Hawaii Pacific University in Honolulu, HI, U.S.A.
